Niger is facting serious environmental degradation, great economic uncertainty and low standard of living for the majority of the population due to poor productivity in the agricultural sector. As a result, the government has, since 1986, been engaged in a reform of the land tenure system, a rural code, to improve possibilities for sound natural resource management. The fundamental assumption of the reform is that greater clarity of tenure and transfer rules, and greater coherence and predictability in the underlying legal process structures pertaining to land tenure will increase productivity and foster more sustainable production startegies.
