Between 1962 and 1964, the government of Niger launched a series of programs, including adult literacy, to boost the literacy rate of the population, and improve the quality of its human resources for the developement battle. Through these interventions, beneficiaires were to acquire literacy akills, develop and awareness of developement issues facing the nation, and adopt innovative ideas and techniques. Shortly after the onset of the literacy program, it appeared that the design was flawed, and, that complementary measures were necessary to create conditions for productive uses of the competncies of the participants and the spread of the new ideas across the community....
